Country/City path to world browser to handle non-English characters

Each blog posting is associated with a city/location , and is also reachable via a human-friendly url

Not a problem with all-English paths
http://www.blogabond.com/Canada/Vancouver

but with characters like this, it will do Page 404:
http://www.blogabond.com/Taiwan/Kaohsiung-City-高雄市-7271

Any way to tweak it to allow it to work no matter what characters are used? Thanks
